Personally, and a Gal-X Engy captain, I like to combine EPtW, Tac Team 1 and Nadion Inversion as I come out of cloak with Target Subsystem: Shields going and pop my phaser lance, then all phaser banks while throwing off a quantum spread for my large targets (Scimitar, Cubes, etc). Then I just slowly circle around them broadsiding at about 2-3km out while running through my power cycle. It works fairly well so far, though far from perfect.
