Get rid of the quantums and replace them with beam arrays. Torps on anything other then a tact escort are just a waste of weapon slots, due to cruisers not having the firepower to keep a shield down for long. Now if you were working with an experienced team with high damage dealers, I'd say keep them. Otherwise there's little chance of them striking a hull.

If you're really stuck on using torps, I'd suggest reducing it to one fore and one aft.

It's better, but not amazingly better. To be honest a Dual Beam Phaser Bank Mk XI [Acc]x3 is far better then a Dual Beam Phaser Bank Mk XII [acc][CrtH][Dmg]. So, if the MK XI weapon has the desired mods, it's better then a MK XII without. If you can find a MK XII with the desired mods and have surplus EC, then sure go for it, but it's not really something you need to go out of your way for.

I'd drop the Emergency Forcefields myself, since keeping your crew alive is of very little benefit.

I'd recommend moving the borg console to where the emergency forcefields console was and sticking on two field generators.

Yup, rather then Aceton field 2, take aux to structural 3. It's a nice small hull heal and defense buff. It's trainable via boff only, so if you don't already have it, you'll need to search the exchange for it.

For science I'd suggest you take atleast one hazard emitters.

As for the cannon build, it is pretty much the best build for the Excelsior.
