Participation-based rewards can be a great thing, but it can be very tricky to programmatically define what constitutes "participation". I suspect that Gozer's need for data is so that he can do his best to avoid what happened to City of Heroes when they made rewards in the Incarnate Trials dependant on crossing a participation threshold. The Paragon Studios team did not take some factors into account, leading to some archetypes having terrible problems crossing the participation threshold and ending up with the booby prize more often than not.

The Paragon Studios team have rectified the situation now, but they were not quick enough to avoid indignant users and forum threadnoughts.

So I suggest that when Gozer asks everyone to test, do it! Test away! Give him mountains of data! Set up controlled experiments in participation and non-participation! Use strange, but viable, builds! Don't worry about win/loss and K/D ratios, just test test test!
