(after all, with the current system getting a new ship takes WAY too long.)
4: security missions. with all this civilian traffic to the base, surly someone is going to be up to no good.....
5: lastly message,trade, and bank should also be there. the final stage station should be equal or greater then earth spacedock.

IMHO such division sucks. I think a more appropriate leveling could be made along something-like Star Trek RPG lines for Ports of Call.

E.g.

Tier1 (the barest minimum to qualify as a port at all): The port can have some NPCs that allow you to switch beetween your ships, make ONLY minor repairs and maintenance to ships (maybe only Tier1 ships & runabouts/shuttle), buy a few consumable (such as Minor Components; Shield, Auxiliary, Engine, Weapons Batteries). Also it can have some NPC selling some commodities - e.g. Medical supplies, Provisions, etc. - to fleet players. Access only to the Fleet Bank should be provided. I n StarTrek universe such stations in Starfleet/KDF may serve only to show-the-flag and they have no facilities for complex maintenance tasks, nor any refueling facilities. 4) Due to limited staffing a few DOFFs missions could be introduced - e.g. handing over prisoners/counterband, making minor repairs and maintenance to small vessels, etc. Players should be granted access only to corridor/promenade, OPS, and a recreational facility.

Tier2 : Tier1 + 1) can have some more NPCs that allwo you to make ONLY repairs and maintenance to ships (maybe only up to Tier2 ships & runabouts/shuttle), buy a few more consumable (such as Minor Components). 2) Also, it can have some NPCs selling some additional commodities to fleet players. Access to both Bank and Fleet Bank should be provided. 3) Players should be granted access to a few additional facilities. 4) Also additional Fleet-only DOFFs' mission could be introduced, e.g refueling Starships' deuterium tanks and provisioning similar supplies to vessels. In StarTrek universe such stations in Starfleet/KDF maybe a little more than the Tier1 bare bases.

Tier3 (such facility can handle ships bigger than the ones serviced by Tier1 & 2 bases, performing both routine maintenance and extensive overhauls and repairs for damaged or outdated vessels. It has fuel-refinement equipment to produce deuterium and quantities of antimatter necessary for warp-drive starships.): Tier2 + 1) NPCs allow players to make repairs, maintenance to ships (maybe only up to Tier4 ships & runabouts/shuttles/fighters), to buy a few more consumable (such as Minor Components). 2) It can have some NPCs selling some additional commodities to fleet players. Access to both Bank and Fleet Bank should be provided. Also access to the Exchange should be granted. 3) Players should be granted access to a few additional facilities. 4) Also additional Fleet-only DOFFs' mission could be introduced, e.g reclaming spare parts from Surplus Depot Z15 (located in orbit of Qualor II) or similar starships' graveyards, etc.

Tier4 (facility can handle ships bigger than the ones serviced by Tier1, 2, 3 bases, which includes the vast majority of starships in use throughout the Alpha and Beta Quadrants. Examples may includes Federation deep space stations (e.g. DS9) and spacedocks (e.g. ESD), some of which are large enough to actually contain several starships inside the station): ........
