Any costume you paid for is still available to you - all of mine are still there. You simply need to go to the Ship Tailor and look for them under Advanced options: they're available as a choice under each ship section's tab. That's how it's always worked.
If it's not there simply file a Support Ticket; but be aware it takes several days to get a reply.
