Matter-Antimatter reaction chambers are the base power source of everything in the star trek universe. Just because something doesn't go to warp, doesn't mean it doesn't have this type of reactor onboard. Reactors of this type would be required to power things like phasers, disruptors, etc.
Even if they only used the Impulse fusion system as a power source, that's a nuclear fusion power source, which could reach critical mass if the ship is damaged during combat.
A "warp core breach" does not require a warp capable ship, the breach is a breach in the magnetic containment fields of the anti-matter containers, causing it to come into contact with normal matter. Resulting in a big ole KA-BLAM!
