What's the point in making officers that can't do more than the station allows. For away team it's pretty important because of the gear they can equip.
Department Heads don't matter right now. Plans are in place to make them more important but for now the rank of the officer doesn't matter. Department heads are only there to give you unlisted Doff missions.
Actually, there are several very good reasons to promote your officers to the maximum rank:
1. It unlocks their advanced abilities for use in ground missions - There are NO rank restrictions on Ground Away Team members. A Commander-level Away Team member can use four abilities instead of an Ensign's one ability.
2. Flexibility - This is important once you start switching ships or exploring new builds. If you want to change your ship, sometimes the skills you have don't apply to the new ship's slots or abilities, so you can swap in a new officer to make better use. For example, when I want to fly my Cruiser instead of my Escort, I usually switch the Tactical Officers sitting in the high-level tactical station. Why? Because on my Escort the high-level tactical station has an officer that uses a lot of cannon abilities, but my Cruiser uses beams, so those abilities are useless. Therefore, I swap her to a lower-level seat and put the other officer I have, the one with the many Beam abilities, into the nice chair.
It's faster, cheaper and more flexible than having only one set of officers and having to retrain them over and over.
