Same goes for everyone else who knows the Federation and might have gotten the system through technological exchange or espionage.

There are several reasons why a specific system that looks incredibly promising never catches on.

-expensive

-only compatible with a fraction of ships (in this case, no necks, only short pylons, only small nacelles, only ships of a limited size)

-difficult to maintain (how well would such a system work in the field, beyond the scope of a single episode?)

-how does if affect other ships sytems? if might have unforseen effects on other parts of the ship when used regularly for example the pounding on the "ablative shell" would have to somehow be transmitted onto the hull which might not take kindly to that, same might go for systems adjacent to the ablative generator.

-heat
the ablative shell covers the entire surface of the ship which would include the heat dissipator surfaces, which are a canon part of starships and also specifically drawn on a large official Galaxy class cutaway

so probably every ship with a higher production of excess heat (most likely ships like the Defiant with her oversize power generators) would burn themselves out from using this system.
