And for the most part I agree with you, syberghost. Except in this case. A map transfer is not just a dialog, it's an action. An action that the player was being prevented from taking, thus essentially breaking my mission.

Thankfully, I found a work around. Still, I feel the player should not be able to unintentionally skip the map transfer. Regular dialog, absolutely.
