I'd love to be able to make a K-7 size starbase solo! Eliminate all the outlying facilities and just have all the interior upgrades available as well as just the interior upgrade projects available. No shipyard, maybe "innate" transwarp but only to the base with no outbound transwarp, no comm array, no industrial fabricator. Maybe a smaller selection of doffs (i.e. general doff guy, no specialists) and smaller selection of provisioned items (just phaser/disruptor/quantum/photon items but still have both Advanced and Elite).
Give it some passable but not uber firepower for fights, or not have that at all and just have it defended by a handful of NPC ships or something, led by a Typhoon class.
As you can see I'd be willing to give up quite a bit of variety for this ability.
Still would like to see freighter traffic and some PASSIVE INCOME GENERATED as a return on my investment. Without that, it's just another place to stand around and interact with vendors so you might as well just save your money and buy a Tuffli.
This is really a great idea, I'd even be ok with some hard caps on members (say, max 5 or 10) and maybe some upgrade project to pay to upgrade your facility to a regular 500-max fleet starbase - but not the other way around.

And, as a general rule of thumb, don't keep treating your customers like your enemy, that you feel you have to stifle/nerf at every corner.
