The arc of a weapon was defined by the ship rather than the weapon itself. This also made for example dual beams or cannons unnecessary as you mounted 2 beam emitters or cannons in the two slots. The loadout was devided into primary weapons and heavy weapons and their slots were not generic.
There were also weight limits for every ship, and every 'section' of the ship (only so much for weapons, shields, systems, and engines), so it would be quite difficult to load a small escort-level ship with ass-kicking firepower. My favorite loadout in SFC3, personally, was to put a pair of Pulse Phasers and 1-2 quantum torpedoes onto a Defiant. Forward-firing, but makes for a highly maneuverable ship with a nasty sting.

I never liked Romulan ships, largely because I never got the hang of using the cloak in that game. Romulan ships always seemed weaker than Klingon or Federation ships of the same weight class (probably because Romulan disruptors were weaker?), and the cloak + torpedoes never seemed to make up for it.

EDIT: Oh, and the Romulan D'deridex Warbird maneuvered like a fat cow.
