I get this when the two are identical. I suppose the same thing could be better accomplished by just changing the probability defaults.
But where it gets annoying is when not all officers, but only the ones that 'should' help, reduce the crit chance. So it's not that all possible officers have reduced crit, but just the ones with specializations that actually fit with the assignment.
Hopefuly Bort touches the Epohh's as well. I'll be diving headfirst into that once season 7 launches.
