The primary issue as I see it is that it would often be helpful to select a new target without having my ship break its targeting lock. This is especially necessary with science ships, where breaking lock will result in your sensor analysis buff poofing- but there are plenty of reasons you might want to do it, such as targeting a heal.

I wish there was a way to separate 'ship targeting' and 'cursor select'. I'm not sure what a good way to do that would be, though.
