Its a known OP'dness, and for the record feds do it too!

the premise is that with dispersal alpha 3, you drop 4mines
1mine = no shields and stun
2nd 20-30kdamage
3rd 20-30k damage
and 4th finish up

just make sure you have abilkites that kill mines e.g. scatter volley, beam fire at will, tractor replse, warp plasma etc

if i remeber scramble sensors on the owner of the mines causes them to attack enemies instead, (not sure about that though)
