It doesn't appear to do anything, for now. There was a project on Tribble that mentioned it, but it didn't actually do anything, and it was removed before S7 went live. There's project for shuttle service between the starbase and embassy, rather than transwarp, and there's no Tau Dewa transwarp destinations on the Starbase trasnwarp gate.
