And if Mol'Rihan is on the border, then why is Nimbus (which was canonically confirmed being in the Neutral Zone), deep within Romulan Territory?

If the Dev Tool is supposed to be very similar to the Foundry. I bet it would take the Art team less than a few minutes to drag the planets to their proper locations. Now the Territorial grid underneath, might take some doing.
