The Emergency Power skills also start 15s cooldowns on the EPtX skills for the other three subsystems, meaning that after 15 seconds, you can have two systems supplied with emergency power almost indefinitely (allowing for human error)... so long as you have four Engineering slots between Ensign and Lt.Cmdr and don't mind missing out on other useful Engineering buffs like Engineering Team or Reverse Shield Polarity.
