I have created a Steam Account and purchased the Promo Pack.

I am not using the Steam Version of STO because of my slow internet connection it would take to much time.

Dan Stahl said in the last Ask Cryptic that I don't have to use the Steam STO. So where can I get the redeem code from without downloading the Steam STO?
