Hmmm, either you've already spent the token, (you can only purchase 1 of the 3 for a character), or the 600 Day Vet Token hasn't registered properly.... If the Ship Vendor indicates that you do not have a ship token, then you should open a bug ticket so that PWE Support can take a look at it...
