If I remember correctly, the Galor and Jem'hadar bug came out much closer to the 2800 story arc than the Chel'gret did to the breen arc. They probably had the Galor and bug planned already, and the breen ship was more of a "Oh hey, this will be cool!" kind of deal.
Also if you think about it, as rarity goes, the bug and galor are exponentially harder to get than the Chel'gret is. In fact the Breen ship was almost a guarantee to get, and insanely easy to do so. So with that, why would you get an even bigger bonus to an already very very powerful ship? Compare that to the 1 or 2 percent chance of getting a galor, and the incredible rarity of the bug. Naturally, they would get a bonus for having them, due to the difficulty of acquisition.
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
