Isn't the 5 mission mark just to get a mission out of 'review' status?
I can swear I have seen many missions that finally make it out of the 'reviewer' area, and then go on to the normal missions list, sit there until somewhere around 25-30 playthroughs before the nasty, evil, red text of mission non-qualifying doom finally goes away.
This is a bug? I thought this was "Working As Intended".
The Romulan capitol, Rator, is in Federation space. The Federation system, Chulan, is in Romulan space.
