I fail to see how. If you can't hit your target, damage becomes academic.
If 2/3 of my shots are hitting to your 1/3, then it really doesn't matter how high that weapon's DPS is. Unless you can make up the full 280-odd of the one shot I landed above yours in bonus traits alone, it seems pointless to pursue a damage-over-accuracy build.
