The first thing torpedos need to become decent weapon choices is a blanket increase to 50% shield penetration.

At least this is more canon than no damage to shields.

The underlying design that torpedoes should be for hull and energy weapons for shields is a poor, overused design that has no real place in any decent game. It inhibits certain weapon systems needlessly.
