Science ships and powers are fine in PvE, it just takes a bit longer is all but the job gets done in the time available for things like optionals.

On the topic of PvP, personally I'd like to see that full impulse ramming speed kamikaze tactic brought back to PVP from when you could still use it at 100% hp. That was fun.
