Recluse was launching twice as many fighters as it was intended to. With Elite Scorpions, this meant a torpedo alphastrike of around 192K damage. It was funny but it was kind of stupid and WAY too effective.

You've hit on the biggest thing that seems to be perturbing folks: the firing animation. The torpedo GCD activates prior to the animation ending, which results in (in the case of chain proccing PWOs) the illusion that it's somehow pumping out more firepower than it should be since there aren't discrete groups of three hyper torps being fired.
