The devs have said that "Fleet Admiral" will be the highest possible rank and they will never raise the level cap above that.
The ranks and levels would go like this:
Rear Admiral Lower Half = 40
Rear Admiral Upper Half = 45
Vice Admiral = 50
Admiral = 60
Fleet Admiral = 70
So we're looking at level 70 as the ultimate cap.
