Why wouldn't they keep shooting the weakest link? Afterall it gets weaker everytime they succeed.

I'm afraid that such a system could lead to games where the first kills decide the match and once you are 4-5 kills behind, you can just give up since there is no way to turn the thing around with all the death penalties on your ships.
