What I would prefer is a non federation aligned human group, maybe disenfranchised fed citizens that do not believe the course the federation has taken is the right one. Give 'em the "Mercenary set" AS their uniform, and make it a breakaway colony that BELIEVED the Klingons when they said "Your government has been suborned".
Probably need to be a border planet in the NZ, and limit them to "old crap" designs-Mirandas and such, ships that they could steal or buy on the black market...
