Well, since you're nearing VA as an Engineer, why not try out the pre-VA cruisers to get a feel for how they play? You can also pick yourself up some Mirror Cruisers for dirt cheap to get a feel for their style and find what's right for you.
I'm honestly not a dedicated cruiser player (my main is an Eng) so I could be dead wrong, but from what I've played it's hard to go terribly wrong with either the Fleet AC (and/or Regent) or the Fleet Excelsior. As I generally dislike the "old ships do well" philosophy I'd recommend you the Regent out of spite
Anyway, Engineers have some really good power-saving skills like Nadion Inversion, EPS regulator and others, so with the right build and gear you can make a lot of cruisers that some cruiser players consider too squishy (like abandoning Science to go full tactical layout in a Regent) quite survivable.
As for what I fly when I do fly my Regent (non-fleet version), it's:
3x Beam Array (your choice) + 1x Wide-Angle Quantum Torpedo (great for complementing a broadside)
3x Beam Array + 1 Tricobalt mine (or Rear quantum)
Set: MACO Shield/Deflector + Borg Engine (or MACO 3-piece)
Tac 3 energy damage consoles
Eng Borg console + Tachyokinetic + Zero Point + Armor (or Metreon gas for novelty)
Sci 2x Field Generators
