tinet.net is a transatlantic cable provider. You might want to post your Trace Route results into this PWE Tech Support thread to make them aware of the issue, and see if they can tweak their gateway to improve performance...
The other thing you could try is the Europe Proxy setting in the Launcher, which may be able to switch you to a different transatlantic cable connection. (which may be better or worse then the one your using...)
