Currently the captain trait Leadership is bugged, according to testing I did with a fleet mate instead of providing 20% like all the other humans, it is providing 60%.

Also the +20%s are being added after the "in combat reduction" instead of before it. Another bug.

These 2 bugs are how people are getting a 200%+ repair rate in combat. It makes killing anyone with a fleet resilient shield in pvp next to impossible.
