Even if this would've been a good idea under ideal circumstances, it's not workable now.
Crew damage is broken. It is not proportionate. The result is that cruisers lose crew faster than escorts and recover them slower.
If this were implemented under the current system, cruisers would be forced to replace a LOT more crew than escorts would.
It would be a penalty for flying a ship with a lot of crew.
Or to put it another way... if any particular attack killed 5 crew no matter what ship you were flying, then it would be fair. But that's not how it works now. An attack that injures/kills 5 crew on an escort probably injures/kills more like 50 on a cruiser. Unfair.
