Actually, that's not quite true. It requires 4 times the fuel. You have to accelerate, decelerate, turn around and accelerate and then decelerate again. Fail any of these steps, and you either get lost in space or slam violently into the target or your carrier.
Missiles, obviously, need to do only the first step, since they conclude their mission by slamming violently into the target, which really cuts down their fuel requirements.
Although in STO, fighters never actually return, since they always die horribly, so that sort of cuts down on their fuel requirements.
