I've recently returned to STO have a long hiatus and been revisiting my Romulan character and just generally getting back into the swing of things. I was excited to see the cheap Dhelan retrofits on the exchange since I really dislike the look of the sub-admiral ha'apax/ha'nom/ha'feh ships.
Anyway, I'm not really used to an engineer-focused ship (my character is Science) and I've been struggling with a build that feels effective and doesn't result in my recurring annihilation.
My build is largely incomplete obviously. Wondering if anyone can give me some advice on where to go with this. Here's what I'm using.

Have no idea where to go console wise.
I'm not really that concerned with being decked out with the best sets or anything. I'm a pretty casual player. But I want something somewhat serviceable.
I'd like to offer suggestions but will need to know what your role is that you want to play? Or what you want to play, just PvE or any PvP?
First thing I'd recommend though is having someone train your commander tac in Attack pattern Omega 3. Next things is, if you're just doing PvE, attack pattern Delta is not necessary and would be better off running Attack pattern Beta instead.
For PvE switch the cannon rapid fires for cannon scatter volleys. I'd either replace the front torp with the omega torp or the rom rep hyper torp, if you can't get those probably just go with a DHC there instead.
Unless you're using Technician Doffs for the Aux2Bat, I'd drop it and replace it with emergency power to weapons 2.
PVP and PVE need different builds usually, but not really with the dhelan variants. I only know PVE well, though, so...
Assume you're playing ISE. Your primary role in a mirror Dhelan is a tough escort vaper.
Fleet damage resistance consoles are a must, as are boffs with space traits. Since you're a Rommie, I suggest D'vex (the free Rommie veteran boff), Tovan Khev, and a good Reman boff to start. Get a Nausicaan boff any way you can, as well.
You have good tac and eng boff slots, but weak sci (as opposed to the regular dhelan retro, which is a scidestroyer). Dhelan is kind of a glass cannon, so get yourself some good healing powers; RSP 1 and 2 are musts, and I suggest a DEM as well. Eng team 1, another eng team, an EPTS OR one aux2bat to round it out; I usually go with EPTS myself.
Tac boffs: Assuming you don't use torps (I like having one on myself, but elites generally use all energy weapons), you're going to want CRF and CSV, TT and APB, probably APO as well for speed.
Sci boff: Science Team 1. This is waaaaaaaaaaaaaaaaaaaaaaaaay undervalued. Massive shield heal, no longer interferes with other team powers. Much better than hazard emitters on a ship like a dhelan.
Gear: Resilient or covariant shields; I'd use the Reman covariant to start and move up to the Solanae shield ASAP. Engines and deflector are up to you, but I advise a good neutrino deflector. Reg shields are really bad on an eng-heavy escort.
Weapons: Do the Dyson rep, lots of the small project. Get lots and lots of protonic polaron weapons. DCs and DHCs in front, preferably with [ACC], [CritD], and/or [CritH] mods. Protonic polaron turrets in back. Get a bunch of polaron-boosting Dyson rep consoles (which also boost your accuracy).
Strategy: Vape and tacscort. Stay a ways back from your target, engage tac buffs, decloak and alpha, use a heal buff if you have to, decloak, retreat and set up for another run, buff, alpha, repeat. You can solo cubes on elite that way if you're careful.
Skills: Power, damage, criticals, toughness. Nothing fancy, just power boosts, weapon damage and crit boosts, and whatever improves your survivability. Mirror dhelan is much easier to fly than regular dhelan in this regard.
