Yesterday I got promoted to LC. Naturally, I went straight to Earth and got a shiny new ship (an escort), and I promoted all my BOs to LTs. Then I spent some BO skill points on each of their new LT-level skills.
I opened up the Abilities list to put their new abilities on the action bars, but some of the new space abilities weren't in the list. With help from other players in the game, I came to realize that on the Assignments view for the ship, the BO slots were all listed as Ensign slots, except for one of the two tactical officer slots, which was an LT slot, and which had the only LT-level space ability I could apparently use.
Let me see if I understand the way this works: At any given rank (over LT), the one extra BO slot on the ship that corresponds to the ship type will be one level behind, while the other three slots will be two levels behind?
Why is this? Why are my other BOs limited to only using ENS-level abilities? Will it be like this until I make Cmdr., and then they'll finally be able to use their LT-level abilities?
The way the game works is that they are limited by the console. That's the way they've always said it would be. You can train your officers up to a higher rank, but unless you have a console they can sit at for their highest ability, they're not going to be able to do it.
There has to be a limit to how many BO abilities to have access to as you advance. You can't just have every skill you've trained on every bridge officer. The game doesn't work that way.
How many times did you see Wesley sitting on Geordi's lap at the helm? Or the time when Tasha Yar sat on Worf's shoulders at the tactical console?

I understand there needs to be consoles, I understand I can't get a hundred bridge officers and expect to use all of their abilities.
My escort ship has four console slots and four bridge officer slots. I know you know how that works, and I want to make it clear that I know how that works, too.
I only have four bridge officers in total, so I'm most definitely not trying to use abilities of BOs that aren't in slots.
What I am trying to find out is why are my BOs, except for the one bonus tactical officer, all limited to using only ensign-level abilities? I'm a lieutenant commander, my ship is a the free ship I got after making that rank, and all my BOs have been promoted to lieutenants, and all have had their lieutenant-level space skills increased by one--except, ironically, the one tactical officer whose ability, it seems, is the only one I actually get to use. So, you see, I'm a bit upset about that, a bit upset that I unwittingly wasted all those BO skill points on abilities that it now seems I don't get to use, and making smart-ass comments about Troi sitting on Picard's head isn't really helping, especially when I thought I made it fairly clear in the original post that I'm trying to find out how to use abilities of BOs that are already in BO ship slots.
What I really need to know is, at my current rank of lieutenant commander, will I always be limited to one tactical lieutenant ability and three ensign abilities (one of each type), or is there any way at all to get to be able to use the lieutenant abilities of the other three officers that are already in a BO ship slot?
