In an interesting twist, I have the opposite problem. I have a bout 20 referrals marked as "accepted" (none as "upgraded" or beyond) but I do have a bunch of new friends who are clearly new players (i.e. I've seen them as Ensigns).

One must wonder about this problem, since I am in between these two.
