I only wish to not see every faction suddenly have cloaking technology as a staple of thier abilities. As a rare perk without the "battle claok" abilities, I see it as no problem for the moment.
If it becomes prolifiric, then it may well become a problem.

Starfleet has cloaking technology. Section 31 still exists and to believe they wouldn't use cloaking tech, regardless of a treaty, from a canon standpoint, is just silly. Section 31 doesn't care about petty things like treaties, human rights, or law... they exist to do what others will not do to ensure the survival of the Federation. To say that they would forgo such a useful tool because of a treaty with an empire that, for all intents and purposes, is defunct is foolish.

That said, I won't ever purchase or use a Starfleet ship with a cloak. If I want to play a predator I'll play my Klink or wait for the Romulans.

(The writers went a long way to express that Fed cloaking is a no no. They also introduced a cia/kgb type organization within Starfleet that simply does not hold to many Starfleet ideals. It's a dichotomy that, imo, needs to be officially addressed. If for no other reason than to put this debate to bed. And since the Devs have said that new ship and cloaking options are coming, I'd guess that those that want a Fed cloak are going to get one.)

I'd prefer Starfleet to stay away from cloaking. Better cloak detection mechanics perhaps, but I don't like the "good guys" using cloak.

It is certainly too late for that, but I would have preferred the Galaxy X had been a little stronger in general and without the cloak.
"Birth of the Federation" set a precedence for that and it worked very well in that game.
It feels like Cryptic opened a can of worms with the inclusion of a cloak on the Galaxy-X in STO that might never be closed.

I say no cloak for Starfleet ships.

I can accept that on a few Section 31 missions and perhaps on a really special STF mission a player's ship could be equipped with a cloak, but as a general thing keep those things away from Starfleet ships.
I like to play the Federation...Federation-style.
And that means ships in light gray, with position lights that deliberatley make the ship well visible.
Leave cloaking devices to the Klingons, Romulans, Suliban and a maybe few others...

Seconded... we need a cloaking detection mechanism that provides some value, such as a vector or some other cue, without actually making cloaks worthless. This will become a major issue when (if) the Romulans become a playable faction.
