Pick a weapon type, and only use that one weapon type.
Use beams, get beam consoles, and broadside enemies.
Attack Pattern Beta I is more useful than Torpedo High Yield II. Why? You just read why: broadsiding.
Keep your weapon power up above 100.
Don't die.

That's the strategy in its entirety. Everything else is down to your play style, and how much money you have to spend on expensive bridge officers.

I don't understand why people must be that absolute.There is no reason to dismiss torpedos so easily.
Maybe torpedos don't fit your playstyle and you decided that APattern Beta is more to your liking.I can respect that.

Both skills deserve merit.When i give an advice or make a suggestion i try to keep an open mind , besides pointing out what i prefer.Give the OP the available options , mention what u prefer , and then suggest to him to test all options ingame to decide what is best for him.

That would be a more apropriate advice than telling him that torpedos dont worth it , which is what i understand when i read your post.

My opinion on the matter is :

A cruiser can't broadside indefinately against smaller and more agile targets , having 1 torpedo launcher in fore and 1 in aft has many advantages , they cover the arcs where u dont broadside.Having 2 more beam arrays (assuming u are refering to an 8-beam boat) does increase your dps but not by much in comparison to 6 beams , and u would have to run a permanent 125-135 weapons power ( easily accomplished ) to say that it is doing some difference.

On the other hand having 6 beams and 2 torp launchers (quantums preferably) , gives u more versatility as the torpedos ( especially the high yield 2 ) gives u the burst damage the beams lack , which is a good thing.

Please don't be alarmed from people saying that cruisers are slow to align the torp launchers , i have heard this justification many times . You only need to turn a few degrees for your torp salvo , it just needs a bit of practise.Realistically if u are against escorts u dont have to do much aligning because the escorts will try to dazzle u with acrobatics around your ship , essentailly making the alignment for you.

Attack pattern beta is very powerfull when u try do more dps than usuall in your cruiser.If u want both in your ship u can have high yield 1 ( which i dont recommend , i suggest high yield to be at least version 2 ) and attack pattern beta 1.
Or u could take the excelsior and have High Yield 3 AND APB1 , or vice versa.

My suggestion is on a final note , if u havent tried a strategy at all , best to try it before u dismiss it because u assume or imagine it won't be good.

HY II quantums can potentially hit like 12-20k damage on a critical, if not a teeny more.
While it may be fairly rare for such extreme hits, they really do make a difference when they do happen.

I run HYT1, APB1, and BO3 on my Lt. Cmd slot on the Excelsior refit. Nicely works...

Cruisers are slow and a good escort (if doing PVP) will sit on your but and try to punch through your shields. I fly an assault cruiser and have picked one weapon type only as suggested above. However I fly with 3 torpedos, 4 beam arrays and 1 dual beam bank (I may or may not change that up). I use quatums and 1 tricobalt. That with Eject warp plasma 3, I have setup my ship to be hard for any foe to sit close and punch away at me. However if done right my DPS is fairly good, I get first place in starbase 24 and klingon scout force fleet actions - PVE. In PVP I'm always one of the higher scores, so the DPS is there escpecially if someone gets stuck in my warp plasma

I run in full attack made and when I have EPS transfer III going, even with my beam overload 2 and broadsiding (meaning shooting multiple beams at once) my power does not drop below 125. Cruiser is all about power.

If you had the math skills, you'd know exactly why. High Yield 1 is a fine skill to boost the rare times a target comes across your arc, as the other Tier 1 skills pretty much suck. High Yield 2 is a waste for a cruiser compared to APB.

I am using 2 single cannons 1 beam array 1 quantum up front
2 turrets 2 beam arrays aft
all phasers
Tact skills are CRF1 HY1 and BFAW1
I have found out in pvp that damage to shields is much more usefull than damage to hull
since everybody is using a lot of shield powers, so:
When i have a target i hit Directed Energy modulation 3 CRF1 and HY1 and the dmg makes the BoP run!

It's simple: Cruisers have pathetically slow turn rates so opportunities to fire torpedoes are few, whereas the attack pattern skills do not have a firing arc. All cruiser captains know these very basic concepts. Cruisers are not escorts.

Set weapon power to 100, and use the Engineering consoles (can't remember what they are called) that increase weapon power
