How can I reset my points and my crews points.

You can respec by visiting the Saurain in the middle of ESD.

You'll never get your crew points back though.

As an additional note, you can max out all of your BOffs. You'll eventually have more BOff points then you know what to do with.

To elaborate, once you hit the level cap, any captain skill points that you earn after that are automatically converted to extra BOFF skill points. Thus, you can amass an infinite number of BOFF skill points.

Respecing BOffs was a minor annoyance before hitting level caps. But once all your XP is converted to your BOff pool after hitting VA1, you'll never worry about not having enough to respec them again.
