Well Im done with the foundry and all its restrictions .

That's said lets move on to the subject at hand.
I'm building an city as I put up the platforms and the city walls, foundry said sorry sir you placed already too many things on the map .
Im not sure how you want us to build stuff when you start saying sorry already enough .
255 details items per map, thats the limitation. Its a pain in the ***, but remember that the game has to be able to track all those objects on the map, draw them and also be capable of being run on a computer with minimum specs. It just means you have to get tricky and inventive making your maps.
This is where clever work arounds become the challenge, but i understand your frustration.
The work arounds I would suggest are as follows-
Depending on the story you have, decide what you can and cannot sacrifice for the sake of still telling the mission story.
If it needed a city, create an excuse in mission texts about how access to the heart of the city has been cut off due to a big disaster like the equivelent of a 9/11 incident maybe. Then make a large smoke and debris destroyed buildings etc in the back parts to imply the damage has reduced the city access to what is seen.
OR..break the city into 2 maps. depending on the story again, pick a ground map that you can cleverly insert "half" of a city like into a mountain and imply the rest is built inside and out to the other side of said mountain.
There is usually 'some" way to work around anything.
You beam down in the city searching for glues so the city was needed well guess I have to scale it down 50% maybe it will do.
Have to get use to a building program with limits it's like playing Sims on your PlayStation its also limited .
