I was thinking about what makes the Garumba and the Galaxy X different. I think a big part of it is that the Garumba is mechanically more interesting.
I also think the inclusion of the ability to use cannons on the Galaxy X coupled with the phaser lance really begs for a fighter mode.
So I'm going to throw this out there:
What the Galaxy X could use is a maneuverability console that toggles the ship between two flight modes, one of which is what we have now (high durability, low turnrate) and an alternate mode which vastly improves turnrate at the cost of hull. I realize it's paid taxes for the abilities it has so what that would ideally come in the form of is a single extra console which trades durability for turnrate, allowing reasonable use of the cannons and lance on the ship (and the high level of maneuverability we saw onscreen.) Additionally, this would be a nice place to tack on its ability to go Warp 12 in Sector Space, matching what we saw onscreen.
Effectively, it would be a "turn this into an escort at the cost of a console slot" console. It might be interesting to see similar consoles added down the line for other ships/classes, particularly when there's compelling onscreen evidence for it. (And the GX was really displayed as more maneuverable that a straight Galaxy when we saw it onscreen. Just make that an option at a reasonable cost.)
Galaxy-X certainly could do with a better turn rate since it is a more powerful version of the galaxy class. Be nice to see turn rate increased to 9-10 degrees still slow but not so painful as it is at the moment, Also needs a lt commander or commander tactical slot and drop the lt tactical or engineering one in favour.
You could also tie your idea into the lance. BTW, the cloak is usable in either mode.
In escort mode, you can use the lance, enhanced turn, but your hull is lower because you've drained power from your SIF field. This mode might give you bonuses like +10 weapons, +5 shields (shields recharge faster then hull), and your maneuverability upgrade.
In cruiser mode, you can't use lance, gains the normal cruiser bonuses, and the lowered maneuverability.
It's not just the Gal-X, all Galaxy's in game are not tuned to handle correctly, Remember Encounter ar Far Point, (S1Ep1) The Enterprise can turn quite well, as in all other battles it can maneuver quite well. If the Enterprise handled like the Galaxy's we have in-game TNG would have been 3 episodes long and there would be no movies. I have questioned lately having gotten the Gal-X if the person in charge of flight dynamics has ever watched Trek.
But simply put this will NEVER be fixed so we will always have to put up with incorrect handling on these ships and a ship that has cannons pointlessly put on it because it can't turn to use them...

Would the console disable one of the rear weapon slots when in escort mode as well ?
I think my inclination would be, cannons disabled in cruiser mode -- phaser lance disable3d in escort mode. Forces you to use both a bit if you aren't using it as a straight up cruiser. Lock onto a target, switch modes, fire, etc.
I'd rather they gave us a lt. commander tactical in exchange for a lieutenant engineering. I believe that would be more fitting with how the vessel is designed. The inability to have anything better than CRF/CSV1, and only a single copy, really hurt the utility of cannons.
For that matter, for the ridiculous cost, Galaxy-X needs to be a Tier 5.5. Since the whole "keep ships of the same tier balanced" thing has gone out the window, Galaxy-X definitely should be revamped. We're talking about a ship that costs $25 freaking dollars. Yeah, it looks cool, but for that price it should be a bit better, too.
