"Login failed for unknown reason" error
Missing additional character slot for current/ lapsed Gold Members
I got a couple friends to start playing STO. We tried to make a fleet and it said new accounts cannot join fleet. How long till they are not 'new' anymore? Or is it a level requirement?
I believe the time is a total of 20 hours played to unlock chat, forums, fleets... Additionally, I believe it can be gone around by spending or having a balance of C-points (not sure of amount, probably small like $10 ).
According to the F2P Matrix, they should "Join a Fleet (Guild) Unlimited Access".
But if a Silver has the 20hour/C-Points restriction if they try to create a fleet.

I think what the issue could be that the Silvers can not "help you" create the fleet to begin with. If you formed a fleet with Gold members first, then the Silvers should be able to be invited afterwards.
I had a friend play for the first time on the 17th. Literally seconds after he made a character I invited him to our fleet and he was able to accept.
If he bought any CPs or was playing on an account which had purchased a game, or paid a Subscription, at one time he automatically qualifies to join a Fleet.
This was a preexisting fleet? As in it was already created prior to the 17th by "Gold Members"?
Correct. I wasn't trying to say silvers can create a fleet without purchase or 20hrs play. just that silvers are definitely NOT restricted from JOINING a fleet. Sorry if there was confusion.
