Is there a way to walk up to an NPC and have a dialogue with them, but it not be for an objective?

Yes, on the npc, choose option "has default dialog." Then go into advanced dialog editor to create.

There are fun tricks with these default dialogues. Please check out branching dialogue, part 2 (which is really a triggers tutorial)
