STARFLEET......................................... ................... KDF
Cruiser........................................... ......................... Battlecruiser
Escort............................................ ......................... Raptor
Science Vessel............................................ .......... Gorn Vessel
N/A................................................. ........................ Bird of Prey
N/A................................................. ........................ Nausicaan Destroyer
N/A................................................. ........................ Orion Flight-Deck Cruiser
MVAM & Saucer sep. ........................................... N/A
N/A................................................. ........................ Carrier

As we can see there are 4 "N/A" for Starfleet, just one "N/A" for KDF.
I wonder: why in Starfleet there are so few kind of ships?
With this question in my mind and some effort I've created a new kind of ship, fairly canon and not uber.
I've called this class "Command Cruiser", even if it is not a cruiser and there is also little to command.
But let's use this name for ease of use.
The "Command Cruiser" should be a kind of ship available for all the tiers, not just the high ones, anyway I will use as working example a "Rear Admiral, Upper Half" ship.

These are the stats.
  • Manoeuverability................. <As a "Reconnaisance Science Vessel">
  • Speed Factor...................... <As a "Reconnaisance Science Vessel">
  • Hull HP................................ <As a "Reconnaisance Science Vessel">
  • Shields............................... <As a "Reconnaisance Science Vessel">
  • Tactical console 3
  • Scientific console 3
  • Engineering console 3
  • Devices 4
  • 1 Ensign Universal BO
  • 1 Lieutenant Tactical BO
  • 1 Lieutenant Science BO
  • 1 Lieutenant Engineer BO
  • 1 Lieutenant Commander Universal BO
  • 3 Forward Weapon Mounting (no dual cannon)
  • 3 Aft Weapon Mounting
  • 1 Mission Module

Beside the "Mission Module" (see below) the "Command Cruiser" it is exactly as it seems: a jack-of-all trades ship.
Neither too cruiser nor too escort, maybe a science ship with less tricks, more firepower and resistance.

And now the "Mission Module"
The "Mission Module" should be a true mission module, not something to add character to your ship.
In my humble opinion the module should be something like... Well...
Some example!
  • 1 forward weapon mounting slot able to use dual cannon
  • 1 tactical console
  • 1 scientific console
  • 1 engineering console
  • 2 devices slot
  • 1 Ensign Tactical BO
  • 1 Ensign Science BO
  • 1 Ensign Engineer BO
  • 1 assault drone (a little pet with some battle capability)
  • 1 science drone (a little pet with some science capability)
  • 1 engineering drone (a little pet with some engineering capability)

I suppose that in the Cryptic store there should be some more modules with cool capabilities (cloacking device, transwarp, assault phaser, point defence etc.)
The module should be swapped with another module while not in Red Alert.

I know that Cryptic seldom hear new ship proposal, but if you like the Command Cruiser (and, especially, the idea behind the Command Cruiser) maybe, in due time, we'll fly with something like it.

Live long and prosper.

...Seems weak (10 or 11 BO powers and no Cmdr, unlike the 12 available to EVERY Adm level ship other than the BoP, which is only an Ensign short of the standard anyway). Besides, you're missing a couple important points regarding KDF vessels:

-The Siege Destroyer is essentially a Fleet Escort with a modified power balance and a "Javelin" disruptor similar to the Dreadnought's Phaser Lance (but can only be deployed while in the speed-and-turn-killing Siege Mode)
-The Flight-Deck cruiser is essentially a Star Cruiser with a single hangar bay. (If you want to be a carrier wannabe, you can get a Star Cruiser and put the Scorpion Fighters on it.)
-If a KDF player wants a Support Vessel, they have to pay for it, unlike the Feds which get access to free Science Vessels at each main tier.

Now, for a Fed ship with a more BoP-style gameplay, I'd suggest that Cryptic release the Aquarius with such stats. It's a tiny little thing with its own BoP counterpart, so it makes sense to me.

This ship? It doesn't seem to do anything especially well, except shield tanking (since it's built on a Recon Sci chassis)... its Boff layout and abilities in general make it look like an Ody wannabe.

You are right two times.
  • First: the ship is a jack-of-all trades, master of none.
  • Second: it is a little Odissey, but cheaper (in fact should be available like the "normal" ships) and nimble.

In fact...
  • Do you need an assault-oriented ship and you don't have the time to go to a shipyard and take the right ship? In the Lieutenant Commander Universal BO put a tactical officer.
  • In the current map of STF there isn't a Science ship, but it could be useful? In the Lieutenant Commander Universal BO put a science officer.
  • Do you need something able to withstand "massive" punishment? In the Lieutenant Commander Universal BO put a engineering officer.

Anyway you have forgot the mission module: it adds variety and flexibility to this "shapeshifting" ship.

It still looks like a neutered Science ship with a couple nice abilities but with its Cmdr and most useful abilities chopped off. Without hull strength (you picked as the base ship the weakest T5 hull in Starfleet), it's hardly much of a tank, even with a Lt. Cmdr Engineer slot.

Some comparisons (positives in green, negatives in red):

As a tank, vs Assault Cruiser
-Lower DPS (fewer weapons)
-Much lower Hull
-Fewer Eng Boff slots
-No Cmdr Eng abilities
-Much less crew

-Higher shields
-One extra Sci console
-Better turn rate

Vs Adv Research Vessel:
-Lower DPS (No Sensor Array or Target Subsystems, but extra Tac console)
-Lower Hull
-Fewer Sci Boff slots
-No Lt. Cmdr or Cmdr Sci Boff abilities
-Less Crew

-Could switch the Sci console for an extra Eng console
-Better turn rate

Vs T4 Galaxy:
-Lower DPS (one less weapon)
-Lower Hull

-Higher Shields
-Swaps Cmdr Eng ability for Ensign Universal ability
-Much less crew

-Additional console slots
-Better turn rate

As DPS, vs... basically any of the Escorts:
-Lower DPS (Either by an extra fore gun and dual cannons or a tac console, take your pick)
-Lower Hull

-Extra console in either Eng or Sci
-Comparatively lacking in Tac Boff skills (no Cmdr skill, only 1 Lt. Cmdr skill)
-More crew
-Lower turn rate
-Better shields

Vs Excelsior:
-Similar base DPS
-Much lower hull
-Much less crew
-No Cmdr Eng

-Better shields
-Better turn rate
-Extra Sci console

Vs Recon Sci
-Similar base DPS (Extra gun slot and dual cannons vs Sensor)
-Better DPS Boff slots
-Absolute lack of Sci abilities

I admit that this ship is still a work in progress, and you are right once again: in the end there are 3 kind of ships: escort, scientific, cruiser.
But I wonder: is the idea worth something?
A jack-of-all trades ship could be fun to pilot and sometime even useful (i.e. in the PvE, STF etc)?
A jack-of-all trades ship could be the ship of choice for all the guys tired of the escort-scientific-cruiser triumvirate?

I don't mean to rain on your parade but the Jack of all Trades ship in this game (The Klingon Bird of Prey) is usually used as an Escort or a Sci Heavy Escort.

And with the currant collection of Escorts do you really need another ship to do the same job?

Yeah no Offence but that is kind so wrong.

Starfleet -------------------------------- KDF
2 Cruisers ------------------------------ 2 Cruisers
Paid Excelsior Cruiser ---------------- N/A
Paid Dreadnought Cruiser ----------- Paid Orion Cruiser
Paid Galaxy Refit ---------------------- N/A
2 Sci ships ----------------------------- Paid Gorn Sci ship
Paid Nebula ---------------------------- N/A
Paid Intrepid ---------------------------- N/A
Paid D'kyr ------------------------------- N/A
N/A -------------------------------------- Carrier
2 Escorts ------------------------------- Paid Guramba Siege Destroyer
Paid MVAM ----------------------------- N/A
Paid Defiant ---------------------------- Raptor
N/A -------------------------------------- BoP, BoP Retrofit
------------------------ Flagsships --------------------------

Upcoming
Galaxy Pack
Andorian Escort (rumour)

Now also look at the fact that most Fed ships come in 3 designs and a paid design and Klingon ships come in 2 with the Vor'Cha being the only one with 3 and 2 are paid for, it's not looking as lopsided as your first post indicated. There is also an Argument that the BoP compares to the MVAM much better as a Sci lt.com in the BOP is awesome.

Galaxy Dreadnought is pretty much a slower classic looking version of the Assault cruiser with a special weapon, The Orion ship is a Star Cruiser with a Hanger Bay. Somebody said the Garumba Siege Destroyer is the Fleet Escort with a special weapon, again a bit like a Dreadnought.

5 Cruisers, 5 Sci Vessels, 4 Escorts & Flagships 15 Fed ships to 3 Cruisers, 2 Sci Ships, 2 Escorts, 2 BoPs & Flagships 10 Klingon ships. Your really pushing hard to say Klingons get more ship types. (Gorn and Carrier both have the Sci focus and are being counted as Science ships)

I would like to see a Fed ship released one month and a Klingon ship the next. Heck why not release the "Captured" Romulan Warbird to both factions and make everyone happy.

I'm thinking Universal Commander and Ensign with a Lt.Com Engineer, and Lieutenant Tactical and Science as it's versatile but still a Cruiser. Built in Cloaking Device, 3 of each Console. Able to mount Dual Heavy Cannons. Innate bonus to Plasma weapons proc and damage.
