Looking for some advice on a decent HEC fit and I'll list my current setup below (just to note, I'm an engineer class) which I use for STF's:
4x Disruptor Dual Cannons Mk XII (Borg)

Bridge Officer Skills:

Tactical 2: Tactical Team I, Cannon Rapid Fire I
Tactical 3: Tactical Team I
Engineering: Emergency to Auxiliary, Auxiliary to Structural, Engineering Team III
Science: Hazard Emitters, Tractor Repulsors
That's what I use right now and seems alright but looking for advice. My main concern is that my third tactical officer is just not needed and find the PDS very situational.
I used to have Mk XI Anti-Proton DHC's/turrets on it with a Quantum Launcher but figured Disruptor would be more useful overall with its bonus effect rather than relying on just crits on the AP which a tactical player would make more use of.
Also thinking of replacing science boff tractor repulsors with reverse shield polarity for more tanking, but find it useful to push stuff away on some STF's when others don't seem to have anything.
Not only that, my ship can't seem to handle the Borg Neg'vars and Raptors in Cure Space Elite if they start attacking me. If I'm not one-shot by an invisible Neg'var weapon/torpedo I usually Evasive Maneuvers and Brace for Impact and get out of range.
Off the top of my head, I'd at least ditch the engines for a borg engine. That'll give you a good set bonus, and the third omega set bonus is blah. Also, get rid of the TT2, that serves no purpose. An AP:B would be a good fit for that slot. Drop the first two engineering powers, and instead roll with EP2S 1 and 2, then switch out Engi Team II for Aux2Sif or Reverse Shield Polarity (or, EP2W1, and EP2S 2 and 3). Also, I'd get rid of Repulsors and use Transfer Shield Strength II. That'll make your escort much more survivable without losing any damage. plus, you'll have up a ~30% shield damage resistance mod, which will make you survive against those raptors and negg'ies.
Unfortunately, you're flying the HEC as a cannonboat, and while I'd personally fly it with a torp to utilize that 3rd ensign slot, I know people fly it exceptionally well by simply ignoring it. So that's all I have to say about that.
