Nope, and they love doing it, then get on the forums and try to act innocent. (Read all the "why can't PUGs in ESTF be bad?" threads)

Report them under abuse, GM ticket. IF enough people start doing it, Cryptic will get the hint and make it a punishable offense, as it should be.

In the real military, that's court marshal stuff right there, same should be for STO.

If I think I might be reporting a player, I send a pm with only a "question mark" ( ? ).
This loads the player @handle into my chat and gives the player an invitation to respond, keeping in mind they might be having troubles I'm not aware of.
