I think this could be a good idea and could be done via a ingame system or this thread on the Forums:
Here is my calculation that I just posted in another thread - but this deservse it's own thread because it is a different Idea then what the OP of that thread was about.
My time based cost Analysis:
Ok lets use a time based equation = how much time to get EC/FM
The Avg lvl 50 player could do 4 runs of Tour the Universe in 1 hour or $1.4 million
If you do the route from the wiki - there is also another rount where you only do a few blocks but get 200k EC and can do it 10x min or $2 million EC
Lets use the low end of $1.5 million
A good player with 5 toons could run Colony invasion 5 times in 1 hour min for 30 marks each run or 150 marks
so 150 marks = $1.5 million EC on a straight time trade - I could do the tour and get $1.5 million or I could do Colony invasion and hopefully get the same $1.5 million
So each mark would be worth 100k under these conditions
Given that you get some almost worhtless fleet credits back - lets discount that a bit to 1 mark = 7500
So: 1 Mark equals 7500 Ec - less than that well you ar better off running Tour
Now trading Marks would be a good idea - maybe they could have a Fleet mark exchange??
Of course people who have lots and just want to unload would sell for much less - this is just a "Your Time" cost analysis

Im ok with marks being tradable (or keep them character locked and sell fleet mark crates in the cash shop. I think all time gates should be able to be circumvented with cash in a f2p game). However, the price should be determined by the players and not the devs. Plus your math is wrong: daily fleet action + fleet mark boost = 60 marks, each FA takes a MAX of 20min typically more like 15 so in an hour you could earn 180-240 fleet marks

Cryptic, i prophecied this a day after S7 hit, my small fleet is disbanded and we joined a bigger one, where, i have to admit - it's fun..
But , we still have a problem with fleet marks.. even there..
DOUBLE, TRIPLE the amount of fleet marks from fleet actions and Doffing, give 50 marks to "Officer on the Watch" Daily..
You are on the edge of creating a BIG economy Issue here!
This has been discussed in other threads. People like myself and another named Nightshade have been selling fleet marks to assist smaller and even bigger fleets get the marks they need. I am almost done with my current agreement now. Still, I have felt myself getting burned out on constantly farming marks, but there are others out there if people are still needing marks. We had set a range of about 4k-5k ec a mark if that is all the fleet is willing to offer. There are other arrangements I have settled for such as having full access to things like fleet weapons and ships in exchange for a certain number of fleet marks. So that I do not get sick of the game, I am currently not accepting new customers, but Niteshade might.
As far as fleet mark gathering, I think Cryptic has actually made it slightly easier than before to obtain the marks, but there are more sinks now.

It's been almost a month since I created this thread and it's been dug up with 5 days to spare from getting the Zombie title - lol
But seriously - Now more than ever marks seem to be the problem - I suggested many times that the officer of the watch be up to at LEAST 25 marks from 5
If Cryptic won't do this and people are willing to pay others to farm marks for their fleet what is the problem?
The question I want to know is WHY do people contribute to building a sky castle for their dear leader?? Are the Fleet gear better than what you could get for less resources on the exchange? You certainly don't need the fleet ships for anything but PvP and 90% of people in fleets don't PvP - so why are you building dear leader his base?
