I went with the Placate. a 20% on crits seemed like a no brainer since, in my Tactical vessels, I crit (And crit HARD I'm proud to say) at an extended rate of once every four seconds.
the other one, the secondary shielding has a 2.5% chance to activate I think it was (No matter what it is it's less than 20%). Yeah, Pass.

No. Its also 20%. Omega Graviton Amplifier is 2.5%.
I just logged on to ask the same question. I fly a HEC, and typically go with offensive powers, so I'm hesitant to pick the shield heal. Plus, I picked the Romulan T2 increased crit chance, which would of course mean I placate more often. Also, I use CRF all the time, which I guess would give me a chance to placate multiple ships when fighting mobs. The chance is only 2.5% for energy weaps and 5% for torps, if I remember right, so that's not a big chance compared to the 20% chance to heal shields when hit with a critical.
I also use covariant shields, which means a 10% shield heal for all quadrants means a little bit more shield heal than it would if I was using a shield with a lower cap.
I can't decide. Please, someone, provide us with wisdom.
I'd take the shield heal. I have the temporal, assimilated and romulan consoles that boost crit, plus the +3% crit from reputation and full skills in crits and my crit rating is 9%, not counting the individual crit rates of my weapons. With the placate passive, my chance to placate would be 1.8% for every hit. This is LAME. Plus the placate time is also lame. The shield heal has the benefit of having a higher chance to proc if you have more targets shooting at you. I'd rather have the higher chance of getting some shields back than a tiny chance for a placate that disappears two seconds after it procs.
Also, get the 1k shield heal every 6 seconds instead of the kinetic proc. Your shields will never ever go down again.
As romulan rep goes, if you're a tac, go with the placate, I have it on my kdf tac, and man does it make life easier. Especially since it's not broken by damage. As for Engi and sci? Well the thing is, NPCs don't really crit that often. It's just more memorable when they do. So it's kind of a toss-up. Depends on how aggressive you are, and how aggressively you play. If you turtle and let things smack you (aka you use APD a lot), then I would go with the shield recharge. If you are an aggressive mofo (aka you use APB a lot), then go with the placate. If you're both (like me, and use both APD and APB copiously), then it's users choice. I still haven't chosen yet lol...
It is said the best weapon is one that is never fired. I disagree. The best weapon is one you only have to fire... once.
placate is OP, so get that. and since it is only OP in PVP, it wont even be nerfed
Yep, that's something that a lot of folks that complain about changes coming from the PvP tend to miss. They don't fix anything for PvP. They only fix things if there's something wrong with it in PvE as well.
edit: That being said though, one could easily see where people could "exploit" the placate on the PvP side - except against targets with higher plac resists. Part of that whole discussion about switching not only mods on weapons but also looking at even changing weapons because of the RoF and all the procs one can squeeze out now, eh?
DHC vs DC when you're looking at the following on Polarized Disruptors and the RoF instead of spike damage:
2.5% -X Power
2.5% -X Damage Resistance
2.5% Plasma DoT (from Romulan Science consoles)
2.5% +X Weapon Power (from Omega Weapon Amplifier)
2.5% +X Kinetic Damage (from Omega Rep T4)
20% to Plac on Crit (from Romulan Rep T4 (and consider having taken the +3% Crit and running the Borg/0Point/Tachyo while using +CrtH instead of +Acc))
-X Shield Tet Glider
-X Power(Target)/+X Power(Self) Plasmonic Leech for the KDF
So add in the rear Turrets...and a problem may just present itself on the PvE side.
