A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
I fly an engineer in a fleet Excelsior currently specced up for as much damage output as I can (Around 6k per volley standard up to 9k max) which is fine for PvE and does well in 1 on 1 PvP (With a few exceptions) and sometimes 2v1 but I have been thinking about getting a little more into PvP and was wondering if, where and how I should modify my build for it.
Here is my current build:
Fore: Polarised Tetryon Beam Array Mk XI, Phased Tetryon Beam Array Mk XI [Acc] [Dmg], Advanced Fleet Tetryon Beam Array Mk XII [Dmg]x3 [Acc], 1 torp
Aft: As fore
Full MACO Mk XII
Eng: Monotanium Mk XI (Purple), 2x Neutronium Mk XI (Blue), Borg
Sci: 2x Field Gen mk XI (Blue)
tac: 4x Tetryon Pulse Gen Mk XI (Blue)
Let me be the first to say that your build is good and few if any changes are necessary.
Now to the bad news. The problem is not your build but that you're an engineer. I know bc my first character is an engineer and used to fly the excelsior. And engineer simply can't do the dps of a tac and can't rebuffed like a sci. It's a fact, can't get around it. So an engineer is not optimal in a cruiser to do enough dps to kill someone 1vs1. A tac could overwhelm defenses while a sci could remove those defenses. It was a difficult reality to come to for me but once I did my game experience improved dramatically. I created new characters, a sci and a tac and put them in escorts. My engineer in switched to the science odyssey and went pure healer/tank. Last night my fleet went up against another fleet in the Q's and even though it wasn't easy we won 15-0 and I healed for over 2.6 million. At one point I was tanking 3 while my teammates started killing the remaining 2 against 4. They thought they would kill me if I got separated but i simply distracted them from my teammates. Much more valuable than trying to go for kills.
engineers should focus on healing and constant suppression damage, and i think that this ship is great for the suppression, a little heal light....but not by much...
my advice would be to simply use, instead of faw or overloads and beta....mess around with attack pattern delta, and omega.
delta can be used on yourself, or an ally, its a great power....beta is to easily cleared by tac team, too many people running 2 copies of that....so at max...i see people get 3 out of 5 possible good seconds on a target to get the milage out of it....not a great return on your ltcm tac spot...
omega is just the god of all attack patterns....if you are not a tac that is. it boosts weapons damage, defense...and gives you turn rate and speed boosts.... which all would be great for maxing your agility to lay down that plasma....i can see you prolly have fun with it, i know i do...
other than that, i think your build looks solid.

edit: a great note about delta: if you apply it to yourself...and the guy you plasma is targeting you, he gets a hull debuff....which also lends to your DEM.....melt away
