if i get disconnected i shouldn't have to take the leaver penalty. that's annoying

if i'm last one to leave i shouldn't take leaver.

if i do take leaver i should still be allowed in to non stf pve queues.

I lost pwer for 30 seconds and no surprised leaver penalty
they need to have it but they need fail safe to prevent when you didn't leave
